Head of Environmental Programmes
Paris, France
Position has the responsibility to oversee the development and
implementation of a high-quality, policy-relevant programme of work
on globalisation and environment. This includes examining the linkages
of environment with trade, investment, technology development and
diffusion, competitiveness and development co-operation. Financing
water supply and sanitation, the management of water resources, and a
programme of environmental co-operation with the other countries
throughout Asia, Europe and Caucasus that are among the few areas
of work that are addressed by this department.
The Department Head will lead a diverse analytical team, to work effectively
with inter-governmental bodies and other stakeholders, and to have strong
programme and staff management skills. The position will exercise the full
responsibility for the timely delivery of the programme of work and budget
of the environment policy committee as it pertains to the areas of work
covered
by the department.
Basic Duties
- Management and supervision : In close co-operation with the Head of
Climate Change, Natural Resources and Environmental Outlooks Division,
ensure effective support for the working party on global and structural
policies,
and other controlling bodies that oversee the work carried out by the
department
-Supervise staff in developing and implementing the work for which the
department is responsible; ensure the quality of the analysis and the
policy
relevance of the reports; arrange appropriate co-ordination with other
departments
- Leadership: Anticipate and identify emerging issues at the interface of
environment and globalisation, and develop work programmes that
respond to them in line with organization's mission.
- Nurture a positive and constructive working environment and provide strong
leadership and supervision of the staff of the division.
-Ensure that the division's human, technical and financial resources are
applied effectively and efficiently, in accordance with the financial
rules
and human resource management policy of the organization.
-Contribute actively as a member of the senior management team to join
in on discussions on the organization and planning of the work
Qualifications: Minimum Requirements & Qualifications :
-Advanced University Degree in Environmental Economics, Resource
Economics, or relevant
- 15 years of relevant experience working on linkages between
globalisation / environment; experience of work at the international level
would be an advantatge.
-Excellent working knowledge of environmental issues and their relationships
with macro-economic and sector policies.
-Demonstrated experience of drafting and editing environmental policy
and analytical reports
-Demonstrated experience of negotiating proposals and texts with
governments.
-Demonstrated ability to conceive, plan and execute multi-faceted work
programmes in co-operation with other partners, and substantial experience
in managing such programmes / manage human and financial resources.
-Ability to supervise a team both analytical &support staff / lead a
multicultural team
-Ability to present results of analysis in a clear manner to high-level
government officials/ establish and maintain good and effective
relationships with
senior officials and technical experts
-Excellent knowledge of one or both of the two official languages of the
organization, English and French is highly desired
-Travel 10-15%
