Sr Construction Planning Consulting Engineer
Pipeline Design & Construction Division
Edmonton,AB
Provide engineering expertise in support of pipeline project planning and
development, constructability inputs to conceptual and detailed design, as
well as course of construction strategies and issues. The scope of practice
is focused on the safe, least cost-fit for purpose design and construction
of transportation and gathering liquid pipelines in Canada. The
role also provides strategic planning and leadership in regards to
construction innovation, new technologies and best practices, emerging
construction aspects of code, regulatory and design standards.
*Provide effective technical support to business development initiatives,
with a focus on less cost pipelines to win new business
opportunities.
*Lead or assist with the constructability aspects of detailed design,
including development and maintenance of standard and project specific
construction strategies and specifications, ground truthing, development
of
conceptual and final construction execution plans, critiquing and/or
directing detailed design work.
*Provide effective technical support to construction managers/leaders and
their field team such as spread engineers and chief inspectors, inclusive
of
cost and constructability analysis.
*Develop and/or review hydro test, drain-up/line-fill and commissioning
plans and procedures for new pipelines, including related pressured piping
and mechanical infrastructure.
*Provide technical interpretation, evolution, and governance of liquid
pipeline construction specifications, standards and inspection practices.
*Identify opportunities for and contribute to technical investigations and
trials related to new construction technologies, construction procedures
and
contractual terms.
*Lead and assist with a wide variety of technical work focused on the least
total installed cost of projects, while assuring safety, environmental,
regulatory and stakeholder objectives are met.
*Lead and assist with strategies and practices which engineer safety and
prudent environmental practices into pipeline construction.
*Lead qualification and acceptance of pipeline welding procedures, including
the coordination of engineering critical assessments of automated welding.
*Assist with the development and maintenance of construction contract
specifications, including easement and TWS standards, pipe handling and
stockpiling, bending procedures, etc.
*Review and maintain technical and commercial aspects of contracts for NDE,
surveying, logging/clearing, re-vegetation, etc.
*Develop and review trenchless crossing strategies, HDD plans, drilling
procedures, ITPs, environmental and geotechnical advice and associated
engineered construction packages.
*Participate in industry committees, technical organizations, conferences
and forums related to the design and construction of pipelines.
Qualifications: Minimum Qualifications
*Minimum of 9 and preferably more than 16 years experience in the design
and construction of pipelines, with 6 or more years in training and
practice
of project management
*Registration as a professional engineer in Canada, preferably with APEGGA
in Alberta is required.
*Experience as a resident construction spread engineer is very desirable.
*Knowledge of liquids pipelines hydraulics, related pressure control and
energy management technologies such as PCVs and pressure relief systems
will
be required.
*Proven ability to responsively and competently solve technical challenges
and problems, while effectively leveraging available resources is
necessary.
*A technical and working knowledge of design and construction codes,
standards and regulations such as CSA Z662, AEUB, NEB, CERRA and
OH&S is required.
*Highly effective teamwork and interpersonal skills with proven ability to
work with diverse groups and individuals (project team, land owners, first
nations, regulatory reps, contractor management, etc.) and ability to work
in a matrix environment are necessary.
*Proven planning, organization and negotiating skills, supplemented with a
practical aptitude and personal commitment to continuous learning are
necessary.
