Description: Lead Cost Engineer UK, Liverpool As Lead Cost Engineer, you'll have direct responsibility for a small team who carry out cost engineering, planning and schedule support and controls activities. a.. Ensure that the annual project capex spend is reported accurately and on time to preset targets b.. Interface with other projects organisations in developing and promoting best practices to achieve the vision of first quartile project performance c.. Manage project services personnel to ensure workload variations are accommodated and meet business and local requirements d.. Ensure the projects department maintains its focus of meeting project performance in the areas of cost and schedule as recognised by external benchmarking e.. Work with engineering alliance key personnel in order to develop, monitor and report the site improvement plan to effectively deliver improvements to reach first quartile performance levels f. Lead the resolution of Streamline issues and fully embed the new Streamline processes and systems g.. Develop new cost engineering support and challenge for project leaders h.. Provide cost engineering management support to project leaders and section leaders. This includes managing and improving project estimating, reporting and cost control, and is key in terms of delivering first quartile performance for the site i.. Work closely with project leaders, our alliance partners, finance and procurement to report and control all project costs. This includes delivering the departmental CAPEX processes and period-end reporting j.. Play an active role with capital project and turnarounds and to ensure that any new system or process changes regarding CAPEX or project assurance and governance are fully incorporated and shared with the team k.. Experience within contract development (from the contract strategy through to the project implementation) for small to medium Engineering Procurement and Construction projects. l.. Manage the project department quality management system including the departmental objectives list m.. Act as focal point for Streamline and capital project issues. Key to this will be embedding the new Streamline processes and addressing ongoing system issues n.. Coordinate external project benchmarking activities and develop and manage the associated site improvement plan o.. Compile and report key performance indicators for the projects department, and monitor progress in these key areas, identifying concerns and developing improvement actions p.. Provide project governance and assurance support q.. Provide internal facilitation for project value processes including risk management and value engineering r.. Support other activities that may be required to meet departmental objectives.
Qualifications: Background in project engineering and the effective application of project controls. Extensive varied experience working in oil refining, petrochemical, chemical process industries would be an advantage, and you should be able to demonstrate a sound understanding of project development from the conceptual stage, through front end definition to implementation and closure.
