Description: Environmental Manager Texas. Forecast the impact of regulatory changes on refinery operations and advise and recommend to senior refinery management cost-effective methods to implement these changes. Reviews and assists legal council in determining the impact of environmental issues/legislation. Reviews and submits comments on state and federal proposed regulations to ensure the company\\'s concerns are considered during the rulemaking process. Maintain knowledge of existing and proposed environmental regulations. Serves as a contact point with government environmental agencies including city, county, state and federal to ensure compliance with regulations. Provides information and coordinate with these agencies. Works with the refinery organization to implement corrective action as needed to maintain compliance. Implements, modifies and maintains record keeping procedures and report noncompliance to proper authorities. Negotiates with regulatory agencies to secure favorable environmental permits for the company. Reviews refinery processes and recommend changes to maintain compliance. Participates in local environmental, safety and civic organizations to maintain current knowledge of activities in the community that may affect the company. Provides a favorable perception of commitment to environmental issues. Provides direct supervision and guidance to Environmental Engineering staff, to ensure programs are effective from an environmental and operational standpoint. Design, implement, and maintain programs in accordance with company standards and regulatory requirements. Reviews effectiveness and modify on-site programs to ensure goals of departments, standards of the company and regulatory requirements are met. Possesses thorough knowledge of the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Toxic Substance Control Act, Comprehensive Environmental Response and Compensation Liability Act, Federal Oil Pollution Act, and their applicable regulations and state equivalents is required. Performs all duties following the safety guidelines established by the Refinery.
Qualifications: Degree, Chemical or Environmental engineering or equivalent . 12 years environmental experience in oil & gas, refining, petrochemical or heavy industry required. Work specifically in the environmental field with direct experience with agencies and permitting is required. Comprehensive knowledge of federal and state regulations required. Strong background in air pollution regulations and controls preferred. Supervisory skills required.
