Essential Functions:
Prepares and reviews electrical engineering plans, specifications, project
schedules, electrical designs, circuit diagrams & maps, logic & ladder
diagrams, electrical schematics, and estimates for construction and
maintenance of power distribution projects and related electrical systems
such as SCADA, overhead and underground systems, and substation upgrades and
additions; plans service and distribution line extensions and upgrades to
serve new or existing customers; prepare specifications, evaluate and select
electrical equipment such as transformers, switches, circuit breakers,
cables, conductors, fuses, relays, and associated distribution circuits;
makes engineering calculations in connection with field and office
assignments; investigates problems and recommends solutions; ensures
compliance with safety requirements and standards and recommends procedures;
performs electrical systems modeling and analysis; conducts tests and
studies and submits results and recommendations for planning; uses computer
and information technology such as AutoCAD, GIS, and Millsoft to plan and
solve engineering problems; performs quality assurance and control; performs
economic feasibility studies; prepares comprehensive reports; coordinates or
manages projects with other departments, outside agencies, contractors and
consultants; estimates manpower resources and materials needs, monitors
project schedules and critical paths; prepares request for proposals,
specifications, and evaluates bids, prepares agenda reports to purchase
equipment or engineering and constructions services and for contract awards;
prepares, reviews and approves contract documents and specifications, making
modifications and recommending alternatives as needed; negotiates contracts;
oversees contractors; reviews and inspects work in progress to ensure
compliance with standards and specifications; exercises cost control and
monitors schedules; estimates cash flow and resource projections;
supervises, assigns, and coordinates the work of subordinate staff; provides
for staff training and professional development; establishes and maintains
effective working relationships with engineering, field crews, contractors,
vendors, outside agencies, the public and City staff; and performs other
related duties as assigned.







Qualifications: Bachelor's degree in electrical
engineering; a certificate of Registration as Professional Engineer issued
by the State of California; AND several years of professional experience,
preferably utility related in the field of electrical distribution
engineering. Knowledge of AutoCAD and GIS application is highly desirable.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: principles and practices of electrical generation. Electrical
distribution, engineering design and construction; methods, materials, and
equipment used in the electric utility construction, instrumentation,
operation and maintenance; principles of project management; principles of
supervision, including goals and objectives, project development, work
planning and organization, budget and schedule monitoring; cost control;
contract administration and project management and evaluation; federal,
state and local legislation relating to engineering and the environment; and
GIS technology trends and development. Ability to: plan, organize,
supervise, review and evaluate the work of personnel; analyze complex
engineering problems, evaluate alternatives and recommend effective action;
use computerized engineering applications; to read and interpret graphic
representation; select, train and motivates staff; establish and maintain
effective relationships; communicate effectively, both orally and in
writing.


Registration as a Professional Engineer issued by the State of California.
